I'm not gonna lie: I have no idea what character this is...but it looks really nice, so I figured I'd throw it up. Even Ash Ketchum agrees! 8/24/11 EDIT: Mystery solved! I recently figured out who this is: Madame Red from Black Butler! I've only seen a couple episodes of the anime, and all the characters I saw in them were dudes. Hm, go figure.
